North
Central Railcars, Ltd. (NCR) was founded in 1996 as a Wisconsin,
not-for-profit, corporation that is dedicated exclusively to promoting
and coordinating safe, legal, and insured motorcar railroad excursions.
All
NCR excursions require NARCOA-approved
insurance, and are governed by the NARCOA Book of Rules. Hyrails
are permitted if they meet NARCOA's insurance requirements for
hyrail vehicles.
Motorcars
operated on NCR-sponsored excursions must have brakelights that
operate automatically when the brake lever is moved away from
its rest position, and must have locked wheels when the brake
lever is positioned in the first notch away from the rest position.
NCR
was the very first NARCOA local motorcar organization to be named
as a NARCOA affiliate, and it is the first local to be covered
under NARCOA's general liability insurance and errors and omissions
insurance. This allows NCR to demonstrate a professional business
image to the railroads as NCR seeks new railroad candidates for
its excursions. This image has served NCR well in Wisconsin and
Michigan's Upper Peninsula where NCR has sponsored motorcar excursions
over Wisconsin Central Ltd., Wisconsin & Southern Railroad, Lake
Superior & Ishpeming Railroad, and Escanaba & Lake Superior Railroad.
NCR has an "open charter", meaning that it is not restricted to
setting up excursions in a specific geographic area, and it will
explore excursion opportunities wherever they may exist with cooperation
of all local organizations.
A
person becomes a member of NCR by having been registered for and
having operated at any NCR excursion. As a result, NCR has members
from New York, Kentucky, Ohio, Indiana, Illinois, Missouri, Kansas,
Nebraska, Iowa, Minnesota, Michigan, and Wisconsin. All members
are expected to follow established NCR general
policies that are currently in effect.
NCR
members receive free the NCR newsletter, Milepost 212 (when available.)
There are no annual member dues. Subscriptions to NCR's newsletter
from non-members can be purchased for a calendar year for a $5.00
per year fee.
The 2013 Annual Meeting of North Central Railcars, Ltd
The
2013 annual meeting for North Central Railcars was held
at 1:00 PM on Saturday, March 16, 2013 at Best Western Arrowhead
Lodge in Black River Falls, WI. There will be a meal directly
after the meeting. Rooms were reserved til March 1st for anyone who wants to stay over. Mention North Central Railcars for the discount rate. The property has plenty to offer. All
members were invited to enjoy dinner off the menu and attend
the meeting!Check

NOTICE
Operation
of railway equipment, including motorcars, is governed by Federal,
State and Railroad authorities. ALL rail property is owned by
someone.
Operation
of ANY equipment on or around railroad property is only permitted with permission of the property owner or leaser. NCR will assist
local, State, and Federal authorities in prosecuting illegal operators
of railway equipment.
Railway
motorcar organizations now exist in most parts of the world. Please
contact one of these organizations. They have access to rail property
and equipment information as well as SAFETY information. They
are always looking to further the hobby/sport and would be more
than willing to help you.
